Region 2 Flood Plan
Seeking Public Input on the Region 2 Technical Memorandum for the 2028 Regional Flood Plan
In 2019, the Texas Legislature passed Senate Bill 8, directing the Texas Water Development Board (TWDB) to develop the first State Flood Plan using a region-driven, “bottom-up” approach. This method has been successfully used in Texas water supply planning for more than 20 years.
The first Regional Flood Plans were submitted, amended, and accepted by TWDB in August 2023 and incorporated into the State Flood Plan adopted in August 2024. Both plans are updated every five years.
The second planning cycle began in early 2024. Each regional group is required to submit a Technical Memorandum (Tech Memo) to TWDB by January 7, 2026.
What the Technical Memorandum Includes
The Tech Memo provides a summary of:
Data collected to date
Existing and future flood risks
Needs and gaps analyses
Flood mitigation goals
Identified Flood Mitigation Evaluations (FMEs)
Identified Flood Mitigation Strategies (FMSs)
Identified Flood Mitigation Projects (FMPs)

Public Input Requested
The Region 2 Regional Flood Planning Group (RFPG) is seeking feedback from RFPG members, stakeholders, and the general public on the progress and direction of the current flood planning effort.
How to Submit Comments
Please submit your comments by November 28, 2025.
Review the Tech Memo, maps, and tables.
When possible, use tracked changes or comment tools in Word or PDF files.
Comments may also be submitted as emails or scanned hard copies.

Important for RFPG Members:
Do not send comments to all RFPG members. This prevents violations of the Texas Open Meetings Act.
All comments will be compiled by the technical consultant and discussed during the December 4, 2025 RFPG meeting.
